New personal luggage allowances took effect on 1 January 2019. Individuals may bring the following goods for personal use into the EAEU customs territory without paying customs duties or taxes:

  • with a total value of no more than EUR 500
  • with a total weight of no more than 25 kg (including no more than 5 kg of products of animal and plant origin)

Uniform customs duty and tax rates for goods for personal use exceeding the import allowance: 30% of the value, but no less than EUR 4 per kilogram of the excess weight.

If established allowances are exceeded, the individual must submit a passenger customs declaration to the customs authority.

Failure to declare goods subject to customs declaration entails administrative liability under Article 16.2, Part 1 of the Russian Code of Administrative Offences.
